Metropolitan District General Explanation

The Church Ranch Metropolitan District is Title 32 Special District that has been established for the purpose of financing and installing street, water, mosquito control, and television relay and translation improvements of the District; and all other improvements or services permitted by Article 1, Title 32, C.R.S. (collectively, the “Public Improvements and Services”), except as specifically limited by the Service Plan for the District approved by the City of Westminster on September 8, 2003, as it may be amended from time to time (the “Service Plan”).

The Public Improvements and Services are for the use and benefit of the residents and taxpayers of the District. The District is located in the City of Westminster, Jefferson County, Colorado. The District is a quasi-municipal political subdivision of the State of Colorado authorized to provide specialized services that Jefferson County does not provide. The District may incur a maximum debt of $14,500,000. Revenue from mill levy imposition, rates, tolls, fees, and charges, if necessary, may be used to repay such debt.

The District may assess a maximum combined total mill levy of 50.000 to repay such debt and for operations and maintenance expenses of the District.

The District must file an Annual Report to the City of Westminster, the Division of Local Government, the State Auditor, and the Jefferson County Clerk & Recorder.

The District boundaries overlap with the boundaries of Jefferson County General Fund, R1 School General Fund, Regional Transportation District, Urban Drainage and Flood C SO Plat, Urban Drainage & Flood Cont. District, Westminster, and Apex Park and Recreation District.

The following process is in place for matters of an emergent nature, which is defined as matters that are urgent and require prompt attention which cannot wait until regular business hours due to the potential to affect the health, safety, and welfare of the residents and property owners in the District or the integrity of the public improvements owned, operated, and/or maintained by the District. Matters of an emergent nature do NOT include emergencies, which should be directed to the appropriate emergency personnel by contacting 9-1-1, or matters which can wait until regular business hours, which should be addressed via any of the methods available on the ”District Information” page:
